Linda is from a d20 modern campaign I was in yeeeeaaaarrrrs ago. It was the Urban Arcana setting but the DM did some things with it that were kinda dumb and I can barely remember it anyway, so she's retooled to the regular-flavored setting (now with Psychic Powers)

-Born October 10th, 1985
-It's some time in 2011 for her "canon-point"
-Her "mother" is a Russian geneticist named Sonya who defected to the US and was given an opportunity to work for the US government. They wanted to have her work on a genetics program that would unlock superhuman abilities in human dna and she went along with it, under threat that she would be considered a spy if she refused.
-Until she saw an opportunity to bail, which she promptly did, because this was rapidly becoming very close to a Brave New World sort of reality and she didn't like that, like she just wanted to get rid of shit like Parkinson's or Lou Gehrig's disease, what the fuck.
-Before that, she meticulously destroyed her research and work...except for her own, modified egg samples. Because she decided to carry that to term, herself, before bailing. possibly to either just fuck with them or out of pure spite. Pride, too, if only because she couldn't bear to destroy everything.
-Either way, she put the baby up for adoption under a false name and then proceeded to fuck off to the Bahamas.
-Good luck finding the ultimate culmination of her life's work, assholes.
-Anyway, the point is that Linda doesn't know any of that and she was raised by a nice couple in Mahattan, Kansas. Completely normal and ignorant of something awry except for 2 things
-1 is her stupidly high stats. Because some things came across as effortless to her growing up, Linda had taken to concentrating on things that she could actually find hard or challenging, like Charisma. Yes, it's not naturally high, she just found it more interesting to figure out how people ticked and what they like and how she could come across as more interesting and likeable. Plus, studying was boring and she liked going out and having fun. Later on, in college, she would start to enjoy school again, both because of the greater studying challenge and the fact that she pursued art (photography specifically) as a career goal and she found that very engaging. And she thinks being drunk is kind of novel because she normally can't go into full on drunkenness. Sad.
-2 was her untapped power, manifesting unconsciously as Telempathic Projection, which basically makes the person be more friendly to you by small degrees. Since Linda thought she was just good at talking to people (and she is), she had no real clue that she was occasionally mind-controlling people into liking her, or at least into not chewing her out as badly as they would have.
-This is also sort of why her Bluff is so high, and why she even has Fast Talk: they're less defenses for her (although they did help greatly when working retail or applying for loans...) and more of a challenge. Or a game! What will we get people to believe next? She's way more proud of her Charisma than Intelligence, although this mellowed out toward the end of college.
-Her Intimidation? Kind of the same thing, but coming from a different place. It's just a way for her to channel any sort of anger that can't come across when she's being sweet and nice and sociable. There is anger there about people's expectations (how they expect her to go into STEM or other things that she doesn't like because she can, how people also expect her to be "smart, but not THAT smart, how men think that she must be some kind of Manic Pixie Dream Girl if she's an artist, Section 8's expectations and thinking they can just use her because of her abilities, on and on). It'll get worse the more she's unable to take it.
-Now it's time to talk about Section 8
-They are sanctioned by the government to look into instances of "abnormal" (psychic) activity around the country and to actually act on legit threats. Psychic phenomena has always been kind of a thing, but instances have recently begun to increase sharply and no one knows why and the US government is kind of wringing its hands over it like "please solve this...........we can't give you any actual funds for it but please....."
-so they contact Linda (who now lives in Los Angeles) because she might have the potential, but it's under pretense of working in PR.
-She has a job already. She's a photographer. Sometimes her artsy-er stuff is shown in galleries, even. She didn't contact them about a job. Neither did her parents. So??? Suspicion, but it pays well, so whatever.
-She then graduates to field work, and gets put on a team. Thanh (the medic) and Kyle (the soldier/battlemind) eventually become her Good Friends, so that's cool.
-Her job involves info-gathering, basically being a honey pot or a shoulder to cry on for some dudes with either a lot of money or a lot of connections. Like other charisma-based things, she used to find it fun to charm boys and, yes, used to make a game of it but wow does it get pretty old when it seeps into work.
-Eventually, her psychic power fully manifests and Section 8 is like "congrats, lol, we actually look into this kind of stuff, glad you're working with us."
-They are going to make sure that she stays working with them so they can keep an eye on her (and other psychics that they hire, that's partly how they make not as many people go rogue) but they're not going to outright tell her that because that sounds threatening and suspicious.
-She also has to train on some of the skills that come with it, and her new powers, but again: it's a new thing that she can get a hang of, and it's kind of weird but! Kind of cool. She likes experimenting with her powers now, or at least with the more harmless abilities. Although, she'd ultimately like to be left alone to do her real job...
-Basically Linda is outwardly nice and friendly but on the inside she's...immature at best. It's not that she doesn't see people as people or empathize with them! Her growth just involves her not seeing some things as a game anymore and to start taking things seriously and to stand for something. Which may involve her gradually becoming a supervillain later on, but at least it's for a good cause. That's for another time, though.
